A major election integrity proposal championed by President Donald Trump received another significant boost Thursday after the White House formally endorsed a House budget resolution designed to pave the way for the legislation’s passage.
The move signals that the administration is making election security one of its highest legislative priorities as Republicans search for a path around the Senate filibuster and toward final passage.

In a Statement of Administration Policy dated July 16, the Office of Management and Budget announced the Trump administration’s strong support for a House budget resolution introduced by Rep. Jodey Arrington, R-Texas.
“The Administration strongly supports the immediate passage” of the resolution establishing the congressional budget for fiscal year 2027 and setting budget levels through 2036, the White House wrote.

According to the administration, the measure is “a crucial first step” toward allowing congressional Republicans to quickly pass a budget reconciliation bill that protects America’s elections, strengthens national defense and supports American farmers.
The statement places particular emphasis on the SAVE America Act, legislation backed by President Trump that would require documentary proof of U.S. citizenship to register to vote in federal elections and would require voters to present identification when casting ballots.

The White House argued that congressional Democrats have repeatedly blocked efforts to strengthen election security.
“For too long, congressional Democrats have obstructed efforts to restore confidence in American elections,” the statement reads.
The administration said the budget resolution begins the process of allowing Congress to enact “critical election integrity measures” contained in the SAVE America Act through the budget reconciliation process.
“The SAVE America Act includes commonsense measures to ensure only U.S. citizens are registered to vote in Federal elections and require the use of voter ID, which are critical for election integrity,” the White House added.
Budget reconciliation is important because it allows certain legislation dealing with federal spending and revenue to pass the Senate with a simple majority rather than the 60 votes normally needed to overcome a filibuster.
Republican leaders have increasingly focused on reconciliation as a possible path to enact at least portions of the SAVE America Act after repeated efforts to advance the legislation through the Senate stalled.
Vice President JD Vance has also become deeply involved in the effort.
Earlier this week, Vance met with House Speaker Mike Johnson to discuss strategies for moving the legislation through Congress and argued that protecting election integrity remains one of the administration’s highest priorities.

The White House statement also outlines several additional priorities included in the reconciliation package.
According to the administration, the proposal would provide additional funding for the Department of War to cover increased operational costs, invest in critical military capabilities, purchase additional munitions and strengthen America’s defense industrial base.
The reconciliation package would also include economic assistance intended to help American farmers while supporting domestic food production.
“The Administration is committed to working closely with the Congress to pass another budget reconciliation bill as soon as possible to secure the Nation’s elections and provide critical funding to DOW and America’s farmers,” the statement says.

“To do so, the Congress must pass this budget resolution—without modification—immediately.”

The administration’s endorsement comes just one day after House Republicans passed another appropriations bill carrying the SAVE America Act as part of a broader strategy to keep pressure on the Senate.

Even with growing support among Republicans, the legislation still faces procedural hurdles in the upper chamber.
Several GOP senators have acknowledged that portions of the SAVE America Act, as currently written, may not satisfy the Senate’s Byrd Rule, which governs what provisions may be included in reconciliation legislation.
Republican lawmakers have discussed modifying parts of the proposal so that key election integrity provisions have a better chance of surviving parliamentary review.
